Lieutenant Michael Byrd has had several disciplinary issues in his file. These include a failed shotgun qualification test, a failed FBI background check, a suspension for a lost weapon, and a referral to prosecutors for firing his gun at a stolen car.

Yet this man was promoted for killing an unarmed woman.
