Fix the broken mail in ballot system. Revisited.

The 50 states have 50 different ways of counting mail in ballots. My home state at one time only allowed mail in for shut ins, Military, and those out of state during election day.

That system worked fine, but then states started adding mail in to all, and mail in up to 5-9 days after election day.
