Biden Dropped to 36%? Why is his popularity that high?

So we now see Joe's popularity at 36%. I'm dumb struck. Why is it that high? For almost 11 months now his policies have single handly brought down  the recovery, brought on inflation, destroyed the border, and got our troops killed in Afghanistan, and continues the COVID Pandemic.
